About us

The Efficacy Institute, Inc. is a national, not-for-profit agency of education reform. We are committed to developing all children to high standards.
The central objectives of our work are: to build belief that virtually all children can "get smart," and to build the capacity of adults to help them do so.
We provide tools and services that committed adults can use now to accelerate academic achievement and character development. We work with a range of partners, dedicated to the development of children, to demonstrate the truth of one of our core principles

Our mission

We work to release the inherent intellectual capacity of all children, and to affirm their right to learn.

We commit ourselves to break the cycle of underdevelopment that afflicts far too many children, especially children of color and the economically disadvantaged. We will eradicate the myth that they are incapable of learning at high levels by demonstrating the truth of their capacities to rapidly build knowledge and skills.

We appeal to the most positive and powerful human instinct: Develop the children. We, all adults, are responsible for managing their development, and we can learn how to do it.

Our ultimate objective is freedom. Developed people are free to find meaning, to build quality lives and to leave a legacy of wisdom and humanity.

Dr. Jeff Howard

Founder & President

Dr. Jeff Howard, trained social psychologist...

Dr. Jeff Howard, trained social psychologist, has developed a comprehensive set of field-tested training programs, consulting services and materials for adults and youth. He is also the founder of J. Howard and Associates, a corporate training and consulting firm that is part of the Novations Group, Inc. Dr. Howard holds an A.B. from Harvard College and a Ph.D. in Social Psychology from Harvard University.

Sanford "Sandy" Gilmore joined the staff of the Efficacy Institute as one of its first full-time trainers in 1990, and has consulted with educators and community leaders to implement Efficacy across the country. A graduate of the University of Massachusetts Boston with a B.A. in Psychology and Human Services, Sandy formerly worked in the field of clinical psychology and social work. He has additionally designed and directed programs in human development for the non-profit community agency, Freedom House, Inc. in Boston.

Barbara M. Logan served as the Vice President...

Barbara M. Logan served as the Vice President of the Efficacy Institute. After ten years of service in roles such as Director of School Services and Training and Lead Trainer, Ms. Logan has assumed a broader leadership role within the organization. Her dedication to public education began more than 17 years ago in Milwaukee Public Schools where she served children in elementary and K-8 schools in a myriad of roles, including administrator, classroom teacher, technology teacher and implementer of school programs. Her capacity is bolstered by her undergraduate degree in Education and Psychology, Master's degree in Curriculum & Instruction, graduate coursework in Administrative Leadership and Counseling, and her PhD candidacy (expected in 2014).

In her current position as Client Services Manager, she is the initial contact with clients, and consults with them to determine the appropriate services for their needs. Vivian also manages trainer deployment, program scheduling and logistics.
